Bill overview
The ACCESS Act of 2025 aims to make it easier for small businesses to raise capital through crowdfunding. Currently, crowdfunding issuers with target offerings of $100,000 or less don't need to have their financial statements reviewed by an independent accountant. This bill increases that threshold to $500,000, with the potential to be raised to $400,000 by the Securities and Exchange Commission based on recommendations from small business and investor advocacy groups. This change is intended to reduce the regulatory burden on smaller crowdfunding campaigns.
