Bill overview
Connor’s Law aims to ensure that drivers of commercial motor vehicles (CMVs) can effectively communicate and understand critical information on the road. The bill amends federal regulations to require CMV drivers to demonstrate a minimum level of English proficiency, including the ability to read signs, converse with the public, and respond to official inquiries. Drivers who do not meet these requirements will be declared out of service. This legislation focuses on improving safety by ensuring drivers can understand essential traffic information.
Key provisions
- Requires CMV drivers to demonstrate sufficient English language skills.
- Specifies the required English proficiency levels (conversing, understanding signs, responding to inquiries, and completing reports).
- Establishes a process for declaring CMV drivers ‘out of service’ if they do not meet the language requirements.
- Clarifies that existing out-of-service orders are not affected by this new requirement.
Who is affected
- Commercial Motor Vehicle (CMV) drivers
- Federal Motor Carrier Safety Administration (FMCSA)
- Enforcement officers
- Individuals operating CMVs
Notable changes
