Bill overview
This bill, the Protecting Small Business Competitions Act of 2025, aims to strengthen opportunities for small businesses to compete for federal contracts. It does this by codifying a policy known as the ‘Rule of Two,’ which requires federal agencies to prioritize small business offers when awarding contracts exceeding a certain threshold. The goal is to ensure that small businesses have a fair chance to compete and receive government business. This legislation reinforces existing efforts to support small business growth.
