Bill overview
The College for All Act of 2025 aims to make college more accessible by eliminating tuition and required fees for eligible students at community colleges and tribal colleges, as well as for working and middle-class students at four-year public institutions and minority-serving colleges. The bill also expands the Federal Pell Grant program, including eligibility for Dreamers and students with immigration statuses, and reauthorizes key student support programs. It establishes a federal-state partnership to fund these initiatives, with states contributing a portion of the costs.
