This bill, the Traveler’s Gun Rights Act, changes how federal law defines ‘state of residence’ and ‘resident’ for the purposes of firearm sales. It broadens the definition to include active duty military members and their spouses, as well as individuals without a permanent residence, allowing them to purchase firearms from licensed dealers even if they aren’t located in the dealer’s state. The bill also updates requirements for the National Instant Criminal Background Check System (NICS) to include information about the buyer’s address or private mailbox if they lack a traditional residence.
