The Dental and Optometric Care Access Act of 2025 aims to improve health care coverage for dental and vision services under group health plans and individual health insurance. It prohibits private health insurance plans from setting rates for optometry, dentistry, or related services beyond contracted network fees for dental cleanings. The bill also extends limited-scope dental and vision plan agreements for longer periods with doctor approval and prevents plans from restricting a doctor’s choice of laboratories or suppliers. Doctors can opt-out of these provisions, and the act doesn’t override existing state laws regarding health insurers and benefit plans.
