The Rescue Act (RES-CUE Act) aims to increase U.S. sanctions against the Russian nuclear energy corporation, Rosatom, in response to Russia’s war in Ukraine. It directs the President to develop a strategy to reduce U.S. reliance on Russian nuclear energy, decouple the U.S. from the Russian nuclear industry, and find alternative suppliers for nuclear fuel and services. The bill also mandates the imposition of sanctions on foreign entities involved in supporting Rosatom and requires ongoing congressional oversight of these sanctions, including a review of the 2011 U.S.-Russia nuclear cooperation agreement.
