Bill overview
The No Harm Data Centers Act aims to ensure that data centers contribute fairly to the costs of maintaining the electric grid. It defines what constitutes a data center and gives the Federal Energy Regulatory Commission (FERC) authority to regulate rates charged to data centers, requiring them to cover the full costs of infrastructure upgrades needed to support their operations. The bill also prohibits data centers from shifting these costs onto other electricity customers and directs the Environmental Protection Agency to assess the environmental and public health impacts of data centers. Finally, it addresses nondisclosure clauses in contracts related to data center construction and requires an assessment of those impacts by the National Academies.
