This bill, the Orphan Well Grant Flexibility Act of 2025, modifies the State Orphaned Wells Program under the Energy Policy Act of 2005. It removes the requirement that states measure methane emissions or conduct other tracking activities as a condition for receiving grants to plug and remediate abandoned oil and gas wells. The bill also directs the Department of the Interior to partner with the National Academies of Sciences, Engineering, and Medicine to study the economic and community impacts of these well remediation efforts.
