This bill, the Help Federal Employees During Shutdowns Act, aims to provide unemployment benefits to certain federal employees during government shutdowns. It amends existing law to require states to recognize ‘excepted federal employees’ – those performing emergency work during a shutdown – as eligible for unemployment compensation. The bill also establishes a federal fund to reimburse states for the costs associated with providing these benefits and to recover any overpayments made to employees who receive pay under section 1341(c)(2) of title 31, United States Code.
