The ROTOR Act aims to improve aviation safety by requiring all aircraft to be equipped with Automatic Dependent Surveillance-Broadcast In (ADS-B In) technology. It mandates that aircraft operate with this equipment to receive location and traffic information, enhancing situational awareness for pilots. The bill also restricts the use of sensitive government missions as an exception to ADS-B Out requirements, increases oversight by the GAO and OIG, and repeals a 2018 law that previously limited military aircraft’s use of ADS-B equipment. Finally, it requires the FAA to coordinate with military agencies and establish an office to review airspace usage and safety.
