The SHIELD Act amends the Public Utility Regulatory Policies Act of 1978 (PURPA) to address the needs of large load facilities – facilities that use more than 75 megawatts of electricity. It requires electric utilities to fully recover costs for grid upgrades needed to serve these facilities and prioritizes requests from large load facilities that incorporate energy efficiency, onsite energy storage, or demand response technologies. The bill also defines ‘zero-emission electric energy’ and establishes timelines for state regulatory authorities to consider and implement these new standards.
