This bill, the Responsible Cormorant Management and Control Act of 2026, directs the Secretary of the Interior to create regional plans for managing double-crested cormorants. The plans must consider the impact of cormorant populations on fisheries, vegetation, other bird species, human health, water quality, and endangered species, and will be updated every five years based on population surveys.
