Bill overview
The Zero Based Regulations Act aims to significantly reduce and review existing federal regulations. It requires agencies to conduct comprehensive reviews of all current rules, repeal them before reinstating, and perform retrospective analyses to ensure rules are still necessary and effective. Furthermore, the bill restricts agencies from creating new regulations unless they address regulatory burdens, obsolete rules, or comply with legal mandates, and mandates public participation in the rulemaking process.
