Bill overview
This bill clarifies that employees who receive healthcare services at a workplace health clinic – such as physical exams, vaccinations, and injury treatment – can contribute those expenses to a Health Savings Account (HSA) on a pre-tax basis. Currently, the Internal Revenue Code limits HSA eligibility to healthcare services covered under a broader health plan. This legislation removes that restriction for services provided at on-site clinics operated by or for an employer. The changes will take effect starting in 2026.
