The End Child Trafficking Now Act aims to prevent adults from entering the United States with minors unless a verifiable familial relationship can be established. It requires adults accompanying minors to either present documentation and witness testimony proving a relative or guardian status or submit to a DNA test administered by the Department of Health and Human Services. If a relationship cannot be proven, the adult may be denied entry and, in certain circumstances, arrested for knowingly using a minor to enter the country, and for the crime of ‘recycling’ a minor – using a minor to repeatedly enter the US.
