Bill overview
This bill, the ‘Decoupling America’s Artificial Intelligence Capabilities from China Act of 2025,’ aims to restrict the United States from assisting China in developing advanced artificial intelligence (AI) technologies. It prohibits the import and export of AI technology and intellectual property developed in China, as well as preventing U.S. persons from investing in or financing Chinese entities involved in AI research and development that supports China’s military strategy or human rights abuses. The bill also establishes a new section within the U.S. code to specifically address research and development related to AI on behalf of China, and mandates the issuance of regulations to enforce these restrictions.
