This bill, the RECLAIM Act, amends the Civil Rights Act of 1964 to strengthen the government’s ability to recoup federal financial assistance from institutions found to be engaging in antisemitic conduct. Specifically, it expands the scope of penalties for noncompliance, allowing the government to reclaim funds provided for programs or activities where antisemitism is found. Furthermore, it introduces a restriction on providing future federal funding to institutions subject to court injunctions related to civil rights violations until compliance is certified or a year after the injunction’s issuance.
