Bill overview
The American Students First Act of 2025 proposes to limit the number of foreign students allowed to enroll at U.S. universities. Specifically, it would cap foreign student enrollment at 10% of each university’s total student population. The bill includes a provision allowing the President or Homeland Security Secretary to waive this cap for national security reasons or in the U.S.’s best interest. If a waiver is granted, the cap would increase to 15% of the university’s student population.
