The Retirement Security for American Hostages Act of 2025 aims to provide Social Security benefits to U.S. nationals who were unlawfully or wrongfully detained or held hostage abroad. It allows these individuals to receive a monthly portion of the national average wage index for months they were detained or held hostage, as determined by the Social Security Administration. To receive these ‘deemed wages,’ individuals must apply to the SSA and provide documentation of their detention or hostage status. The bill also includes provisions for the Social Security Administration to establish application procedures and a conforming amendment to the Social Security Act.
