The Recruiting Families Using Data Act of 2025 aims to improve foster and adoptive family recruitment and retention by requiring states to develop and implement ‘family partnership plans.’ These plans must address identifying, recruiting, screening, and supporting foster and adoptive families, as well as using data to track progress and align family composition with the needs of children in foster care.
