The Ammunition Modernization and Monitoring Oversight Act (AMMO Act) aims to improve the regulation of ammunition sales and recordkeeping in the United States. It requires a background check before certain Federal firearms licensees can transfer ammunition to non-licensees, establishes restrictions on bulk ammunition purchases, prohibits ammunition straw purchases, and mandates recordkeeping and reporting requirements for ammunition transactions. The bill also seeks to strengthen the National Instant Criminal Background Check System (NICS) by requiring it to verify that a firearm or ammunition transfer wouldn't violate state or local laws.
