This bill, the UBER Act, aims to ensure that drivers for ride-sharing and shared-use mobility companies operating in the continental United States and Hawaii meet a minimum English proficiency standard. It requires drivers to be able to communicate effectively, understand traffic signs, and respond to official inquiries. The bill also establishes other driver requirements, such as age, a valid driver’s license, and successful completion of a road test, with an exception for drivers who use American Sign Language. Companies failing to comply with these requirements will be debarred from receiving federal contracts.
