The SIMSA Act of 2025 aims to strengthen the regulation of controlled substance analogues by clarifying how they are to be treated under the Controlled Substances Act. Specifically, it establishes a new ‘Schedule A’ to include substances that are either imported or offered for import and closely resemble existing controlled substances. The bill also provides the Attorney General with the authority to temporarily and permanently schedule substances added to Schedule A, based on their chemical similarity and potential effects, and increases penalties for violations involving Schedule A substances. Finally, it addresses false labeling of these substances and streamlines registration requirements for importers and exporters.
