Bill overview
The Stopping Harmful Image Exploitation and Limiting Distribution Act of 2025 (SHIELD Act) makes it a federal crime to distribute certain intimate images, both of adults and minors. Specifically, it prohibits knowingly mailing or distributing non-consensual images of adults engaged in sexual conduct, as well as images of nude minors intended to abuse, harass, or degrade them. The bill also addresses the role of communications services in distributing this content and includes provisions for penalties, restitution, and forfeiture of related property. It establishes exceptions for law enforcement activities and legitimate reporting.
