Bill overview
This bill, the Unborn Child Support Act, aims to extend child support obligations to include unborn children. It amends existing child support enforcement laws to allow states to collect and distribute support retroactively, starting from the month of conception as determined by a physician, with the pregnant parent’s request. The bill also clarifies that paternity establishment shouldn’t occur without the mother’s consent and that measures to establish paternity of an unborn child shouldn’t pose harm to the child. Furthermore, it limits waivers of state child support plans to prevent experimental projects from altering these provisions.
