Bill overview
The Farmland Act of 2025 aims to strengthen U.S. oversight of foreign investments in the agricultural sector. It expands the authority of the Committee on Foreign Investment in the United States (CFIUS) to review land transactions exceeding certain thresholds and adds the Secretary of Agriculture and Commissioner of Food and Drugs to its membership. The bill also strengthens enforcement of existing laws, including the Agricultural Foreign Investment Disclosure Act (AFIDA), by creating a Chief of Operations for Investigative Actions and prohibiting foreign owners from participating in Farm Service Agency programs. Furthermore, it requires the USDA and Homeland Security to develop a database of agricultural land owned by foreign persons and includes provisions for increased reporting and due diligence requirements.
