The Strategic Withdrawal of Agencies for Meaningful Placement Act, or SWAMP Act, aims to move the headquarters of certain federal agencies out of the Washington, D.C. metropolitan area. It prohibits new construction, renovations, or lease renewals for these headquarters within the defined area and establishes a competitive bidding process for relocation. States and political subdivisions can submit proposals, considering economic impact, relevant expertise, and national security implications, to host the agencies. The General Services Administration (GSA) will oversee this process, utilizing existing funds for relocation costs.
