The POWER Act of 2025 aims to improve the resilience of the nation’s electrical grid during and after disasters. It allows federal agencies to provide assistance to electric utilities for both restoring power and implementing hazard mitigation measures, such as reinforcing infrastructure. Specifically, utilities receiving disaster relief funds can also apply for hazard mitigation assistance under FEMA’s Public Assistance program, without being disqualified. This legislation expands the types of support available to utilities to better protect the power grid from future damage.
