Bill overview
The Veterans First Act of 2025 redirects funds intended for international development to bolster care for veterans in the United States. Specifically, the bill rescinds $2 billion that was previously allocated to the U.S. Agency for International Development and reappropriates those same funds to the Department of Veterans Affairs. These funds will be used to support the construction, renovation, and remodeling of facilities that provide care for veterans, such as nursing homes and domiciliary care centers.
