The LEAD Act of 2025 amends the Arms Export Control Act to treat certain unmanned aircraft systems (UAS) as if they were manned aircraft systems for the purpose of export controls and adherence to the Missile Technology Control Regime. Specifically, it defines ‘covered unmanned aircraft systems and items’ as reusable UAS listed in the International Traffic in Arms Regulations and the Missile Technology Control Regime Annex. The legislation also directs the President to update relevant regulations within the Code of Federal Regulations to reflect these changes, ensuring consistent export control procedures for these UAS.
