The Stronger Enforcement of Civil Penalties Act of 2025 aims to increase the penalties for violations of federal securities laws. It proposes to raise the monetary penalties for violations of the Securities Act of 1933 and the Securities Exchange Act of 1934, as well as for violations under the Investment Company Act of 1940 and the Investment Advisers Act of 1940. Specifically, it introduces a ‘third tier’ of penalties for particularly egregious violations involving fraud or significant harm to investors, and it increases penalties for individuals with a history of securities law violations.
