Bill overview
This bill, the Birthright Citizenship Act of 2025, changes the definition of ‘subject to the jurisdiction’ of the United States for determining citizenship. Currently, anyone born in the U.S. is generally considered a citizen. This bill narrows that definition to include children born to U.S. citizens, lawful permanent residents residing in the U.S., or non-U.S. citizens serving in the armed forces. Importantly, the bill does not affect the citizenship status of those born before it becomes law.
