Bill overview
The HALT Act of 2025 aims to reduce and ultimately eliminate the threat posed by nuclear weapons to the United States. It calls for the United States to lead international efforts toward a global nuclear freeze, including negotiations on arms reduction measures and verifiable limits on nuclear stockpiles. The bill also seeks to revitalize efforts to achieve a Fissile Material Cutoff Treaty and prevent the development of destabilizing nuclear weapons technologies. It specifically prohibits the use of funds for any nuclear test explosions until Congress approves a change to the nuclear stockpile and a subsequent joint resolution.
