Bill overview
This bill, the Harmful Algal Bloom and Hypoxia Research and Control Amendments Act of 2025, aims to strengthen efforts to combat harmful algal blooms and hypoxia (oxygen deficiency) in U.S. waters. It extends and modifies the existing Harmful Algal Bloom and Hypoxia Research and Control Act by directing the Inter-Agency Task Force to develop an action strategy, expanding the National Oceanic and Atmospheric Administration’s role in monitoring and research, and enhancing the Environmental Protection Agency’s freshwater monitoring programs. The bill also establishes a national incubator program to foster innovative solutions for preventing and mitigating these events.
