Bill overview
This bill establishes the Office of Information and Communications Technology and Services within the Bureau of Industry and Security of the Department of Commerce. This office will focus on reviewing ‘covered transactions’ – those involving ICTS (information and communications technology and services) and connected vehicles – to mitigate undue risks posed by entities of concern, such as those on the Entity List or operating in countries like China, Russia, Iran, or North Korea. The office will have authority to review transactions, issue regulations, and potentially prohibit transactions deemed to pose unacceptable risks to national security.
