The VALOR Act of 2025 aims to promote democracy in Venezuela by imposing and potentially terminating sanctions targeting the current government and any successor governments that aren't democratic. It authorizes the President to block international support for Venezuela, provide assistance to the Venezuelan people, and develop a plan for assistance under a democratically elected government. The bill also restricts U.S. engagement with Venezuela’s debt and digital currency, and seeks to prevent Venezuela from participating in international financial institutions unless it aligns with U.S. democratic values.
