Bill overview
This bill, known as the ‘Red Tape Act,’ restricts how federal agencies conduct regulatory analyses. It prohibits agencies from considering non-monetized or unquantifiable factors when evaluating proposed rules, final rules, or interim final rules. The bill also requires agencies to publish their regulatory impact analyses and benefit-cost analyses publicly and limits the Office of Management and Budget from endorsing the use of such factors. Finally, it establishes a process for judicial review to invalidate rules based on these prohibited considerations.
