Bill overview
The Keep STEM Talent Act of 2025 aims to make it easier for foreign graduates with advanced degrees in science, technology, engineering, or mathematics (STEM) fields to become permanent residents of the United States. It expands eligibility for certain nonimmigrant visas, particularly the F-1 student visa, and modifies immigration laws to exempt these graduates from certain numerical limitations on immigrant visas. The bill also strengthens the vetting process for these applicants and requires reporting on the program’s implementation and effectiveness.
