Bill overview
The Clean Cloud Act of 2025 aims to reduce the environmental impact of data centers and cryptocurrency mining facilities. It establishes a system for collecting data on their electricity consumption and greenhouse gas emissions, and then assesses fees on facilities exceeding a certain emissions baseline. These fees will be used to fund zero-carbon electricity generation, long-duration energy storage, and programs to lower residential electricity costs. The bill also requires the EPA to annually determine and publish regional greenhouse gas emissions intensities for these facilities.
