Bill overview
The Ensuring Excellence in Mental Health Act aims to improve access to mental healthcare by strengthening the certified community behavioral health clinic (CCBHC) program under both Medicaid and Medicare. It expands the scope of services CCBHCs can provide, establishes a prospective payment system for these clinics, and ensures that Medicare beneficiaries have access to CCBHC services without incurring the standard Part B deductible. The bill also seeks to improve coordination between CCBHCs and other community-based services, and provides liability protection for clinicians working in these clinics.
