Bill overview
The Build HUBS Act aims to address the U.S. housing crisis by modifying transportation infrastructure financing programs to better support transit-oriented development (TOD). It expands the TIFIA and RRIF programs, establishes a new financing program for larger TOD projects, and streamlines the application process. Specifically, it defines ‘attainable housing’ and creates an alternative creditworthiness assessment for projects, while also extending the TIFIA program’s funding period and adjusting eligibility criteria. The bill also makes changes to the Railroad Rehabilitation and Improvement Financing Program to better accommodate TOD projects.
