The Dalilah Law prohibits states from issuing commercial driver’s licenses (CDLs) to individuals who are not U.S. citizens or lawful permanent residents, or who hold specific work visas. It also modifies existing regulations to require stricter verification of an individual’s immigration status and English language proficiency for those holding existing CDLs. States that fail to comply with these requirements, including recertification and revocation procedures, will face withholding of federal funding.
