The Rotorcraft Operations Transparency and Oversight Reform Act (ROTOR Act) aims to improve aviation safety by requiring all aircraft to be equipped with Automatic Dependent Surveillance–Broadcast In (ADS-B In) technology and increasing oversight of how exceptions to ADS-B Out requirements are used. Specifically, the bill clarifies rules regarding sensitive government missions, mandates reporting on ADS-B Out usage, and directs the Inspector General of the Army to audit Army coordination with the FAA. It also initiates a study on a dynamic restricted area over the Potomac River and repeals a 2025 law exempting certain military helicopters from ADS-B Out requirements in the DC area.
