Bill overview
The Secure Grid Act amends the Energy Policy and Conservation Act to require states to incorporate the physical security, cybersecurity, and resilience of local distribution systems into their State energy security plans. It defines ‘local distribution system’ as energy infrastructure owned and operated by an electric utility at a voltage of 100 kilovolts or less, and mandates that these plans address potential physical and cybersecurity threats. The bill also directs the GAO to assess the effectiveness of these plans and provide recommendations for improvement, including coordination with the Department of Energy and the use of federal financial assistance.
