Bill overview
This House Resolution changes the rules regarding resolutions raised as questions of privilege in the House of Representatives during the 119th Congress. It limits the ability of the Majority and Minority Leaders to bring such resolutions to the floor unless they have a significant number of cosponsors. Specifically, a resolution must have at least one-fifth of the House membership as cosponsors before it can be offered, and a Member’s announcement of intent to offer a resolution also requires a similar level of support. This aims to ensure greater consideration of these important issues.
