This bill amends the District of Columbia Election Code to ensure that the Board of Elections holds a special election for the Office of Delegate if the Speaker of the House of Representatives declares ‘extraordinary circumstances,’ specifically more than 100 vacancies in the House. The bill aligns with federal law (Public Law 109-55) which requires states to hold special elections within 49 days in such situations, unless a regular or special election is already scheduled. If the vacancy occurs outside of these extraordinary circumstances, the existing District of Columbia law will govern the election process.
