This bill changes the rules for how Nevada’s Department of Health and Human Services can create, change, or eliminate regulations for public assistance programs. It allows the Administrator to provide just 3 business days’ notice for actions needed to comply with laws or expand services, and it also permits retroactive application of regulations if necessary for legal compliance and clearly stated in the regulation itself. The bill also clarifies the information that must be included when notifying the public about proposed changes to these regulations.
