Bill overview
This bill revises how the state funds hydrological studies required by the State Engineer. It creates a ‘Fund for Hydrological Studies’ and requires applicants in counties with populations under 100,000 to pay a deposit towards the cost of these studies. The State Engineer will then contribute an equal amount from the existing ‘Account for Studies Concerning Water,’ up to a maximum of 50% of the study’s cost. If the Account doesn’t have enough funds, the applicant can either pay the remaining cost or withdraw their application. The bill also establishes procedures for managing funds deposited in the new fund and makes an appropriation to the fund to support these grants.
