Bill overview
This bill requires pest inspections before certain building demolitions to prevent infestations from spreading to nearby properties. It mandates that either a health officer or a certified pesticide applicator inspect the building for significant pest presence (rats, mice, roaches, etc.) and certify that it’s free of ‘severe pest presence.’ The inspection must occur at least two months before a demolition permit is issued, and the certification must be filed with both the construction official and, if applicable, the health officer. Certain exemptions apply, such as demolitions where no closely-situated building exists, and demolitions due to structural instability.
